The name Kèr Tstiyàhew is derived from the Tauric language, as Kèr Tstiyàhew was founded by Qraiddund Cecil, who was culturaly Tauric.
Climate
Kèr Tstiyàhew has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a cold 10°C (50°F). Kèr Tstiyàhew receives an average of 218 cm/y (85 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Tstiyàhew covers an area of nearly 4 km2 (1 mi2), and an average elevation of 868 m (2847 ft) above sea level.
Overview
Kèr Tstiyàhew was founded durring the late 13th century in winter of the year 1191, by Qraiddund Cecil. The establishment of Kèr Tstiyàhew was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Tstiyàhew's construction back out of the project. Qraiddund Cecil pushed on reguardles, and Kèr Tstiyàhew was finished, but starts off as a terible place to live.
Kèr Tstiyàhew was built using the conventions of Tauric durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Kèr Tstiyàhew is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Tstiyàhew is buildings are arranged arround a single premissive paverstone mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Kèr Tstiyàhew's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The town's top tier civilian fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
Kèr Tstiyàhew has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kèr Tstiyàhew’s streets. In spite of this, quite a few people can be seen reading and the town has an abundance of libraries. It’s quite clear the community values education.
Civic Infrastructure
Kèr Tstiyàhew has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Tstiyàhew.
Kèr Tstiyàhew has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Tstiyàhew has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Tstiyàhew has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Tstiyàhew's public wards, blessings, and other arcane systems.
Kèr Tstiyàhew has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Tstiyàhew has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Tstiyàhew's garrison was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.
Due to the actions of local Kami, summer is recurring in Kèr Tstiyàhew.

Kèr Tstiyàhew's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves sacrificing an animal to channel Mysticism energies of tier 3 via guttural bellowing.
